eLearning is now coming of age. Moodle is an open source elearning platform widely used across our educational landscape (including OU and many schools).
So has eConsultation. We are well used to being asked what we think or want.So why not combine the 2.
Ask what people want to learn, then commission and deploy elearning opportunities in those areas.Simples!

Help those receiving state support (Income, Job Seekers, Care budgets etc) to get the most from their funds, by facilitating Group Buy discounts, perhaps even community-funded delivery channels

Facebook for Strangers - find others nearby
A forum/Fb-type facility which allows people to find like-minded people nearby. Imagine a dating site, but for platonic relationships.
For example - add your postcode and your hobbies and it will show you clubs and individuals who share interests nearby.
Combine with local venues (pubs, coffee shops etc) to provide a "safe" venue for new friends to meet.
Combine with an Events calendar to encourage people to join in activities.

Forum for experience sharing on different jobs or career paths
For the unemployed or those just starting to enter the world of work it would be very beneficial to hear from real life businessmen/professionals how they got to where they are today. Having access to this information could set people off in directions they didn't know exist.
